About the Clearinghouse

Authorized by gubernatorial executive order in 1989, the Nevada State Clearinghouse, within the Nevada Department of Conservation and Natural Resources, exists to inform Executive Branch agencies and local governments of significant federal projects and policy that may affect the State of Nevada. In accordance with federal consultation requirements provided in law, regulation, and Presidential Executive Order 12372, the Clearinghouse maintains Memorandums of Understanding (MOUs) with federal agencies to ensure that the consultation requirements of these policies and the National Environmental Policy Act (NEPA) are met.

The Nevada State Clearinghouse serves as the State’s Single Point of Contact (SPOC) for all National Environmental Policy Act (NEPA) proposals. Pursuant to NEPA, federal and state agencies are required to consult with the State, local government, and other relevant entities whenever a project or policy initiative is proposed on public lands or involves the use of federal funding within Nevada. The Clearinghouse facilitates this consultation process by notifying pertinent State agencies and local governments of proposed actions, collecting their feedback, and transmitting consolidated comments to the appropriate official.

The Clearinghouse ensures that pertinent state agencies are notified about the projects and then provides their comments back to the federal agencies to help facilitate coordination during Federal environmental review process.
In addition to state agencies, the Clearinghouse notifies pertinent local governments and other stakeholders of the projects and seeks comments.
Non-state stakeholders are not required to comment through the Clearinghouse, instead, the Clearinghouse notifications act as outreach to ensure other entities and the general public are informed.
